97 Acres of Segregation

I read about 20 black families investing in 97 of acres of land in Georgia
on which they plan to construct a black city, with everything in that city pro-black.
Isn't this similar to segregation? It's not forced segregation, except for the kids involved. They have no choice.
I can't help but to speculate that this initiative is being sponsored by Democrats, with a goal of making blacks feel unsafe in the USA, with a hint of "it's because of Trump." Look how that story popped up 2 months before election day.
The only thing we can do to help blacks in the USA is vote Democrat. That way, skin color remains relevant, which it shouldn't, and the exploitation of black people remains as the key ingredient to a "successful" Democratic win.
Also, would it go over well with everyone if I constructed a 97 acre white city, with everything in it pro-white? Would white people feel safe there? And if I have everything pro-white, that means that black people can visit, but they can forget about getting jobs there, becoming mayor, or owning land there. I wouldn't do something like that though, because it's racist.
